Benghazi – Saleh Karkara Ibrahim confirmed ongoing work. He is the head of the Civil Service Ministry Diwan in the Eastern Region. Efforts aim to rapidly close the financial releases file. This involves enhanced coordination among government bodies. It also includes supporting administrative procedures. The goal is to settle employee statuses across various sectors. This settlement will happen in the upcoming phase.
The Diwan head affirmed the office continues its duties. It serves citizens and all sectors in the Eastern Region. This ongoing work is attributed to divine favor. It is also due to the support and directives of Lieutenant General Saddam Khalifa Haftar. Haftar is the Deputy Commander of the Libyan Arab Armed Forces. He issued instructions to address issues. These issues are related to the Diwan’s work. His directives also aim to facilitate administrative procedures. This facilitation is for various entities.
Karkara explained in an interview with Al-Anbaa Al-Libiya. The Financial Releases Committee announced 100,000 financial releases nationwide. The Eastern Region received 40,000 of these releases. This reflects the significant efforts in this vital file.
He noted that the Eastern Region saw many releases since early 2026. These were in several sectors. Health and education were prominent among them. Other sectors like social affairs also benefited. Proportions varied among these sectors.
He emphasized the Diwan aims to increase these numbers. This will happen in the upcoming phase. The goal is to fully close the financial releases file. This applies to all sectors in the Eastern Region. The Diwan’s team is determined to complete this file. They will fulfill all necessary procedures.
The Diwan head reviewed the administrative mechanism. This mechanism governs financial releases. Procedures begin with an appointment decision. This comes from the relevant minister or the Prime Minister’s office. Alternatively, an approval to contract is obtained. This is for certain entities. It especially concerns medical and auxiliary medical staff. These fall under work contracts 418.
He indicated the next phase. It involves approving the appointment decision or contract authorization. Then, contracts are approved. This considers the staffing structure of the relevant sector. Employees are assigned based on need.
After these steps, files are transferred. They go to the national Financial Releases Committee. This happens via a dedicated electronic system. Each government entity has its own code. This code is directly linked to the financial system.
Files submitted to the committee include the academic qualification certificate. They also contain the national ID number and a work commencement report. The appointment decision is also included. These files undergo review and auditing. This ensures compliance with legal and administrative procedures. Then they are forwarded to the Ministry of Finance’s Budget Department. This completes the financial release process.
Karkara praised the efforts of the Financial Releases Committee. He wished a swift recovery for its head. He hoped for the head’s return home after treatment. He also commended the technical team’s role. The current acting agent’s efforts in continuity were also praised.
The Diwan head discussed the institution’s efforts. These aim to ensure smooth workflow. Since assuming leadership, the Diwan launched a campaign. It focused on organization and awareness. It explained the committee’s mechanisms. It detailed data entry and archiving within the system.
He noted Diwan office staff in the Eastern Region. They provide technical support to various sectors. This includes archiving and data entry operations. They also address technical issues. These issues may face government entities during work.
He explained that if a system halt or malfunction occurs. Any entity should contact the Diwan. The problem will be urgently resolved. In some cases, the Diwan dispatches specialized staff. They go to relevant entities. They provide necessary guidance. This guidance covers correct archiving and data entry procedures.
He affirmed work continues despite limited resources. He stressed the Diwan’s doors are open. All entities in the Eastern Region are welcome. They can complete procedures and address administrative obstacles.
Karkara noted the sectors receiving the most financial releases. Education and health were at the forefront. Teachers play a fundamental role in education. They educate future generations. Medical and auxiliary medical staff continue their work. They ensure continuous health services. This applies even during holidays and official occasions.
He added that releases since last January focused significantly on higher degree holders. Some government entity lists include around 100 employees. A specific percentage of them are released.
He pointed out that most beneficiaries hold bachelor’s degrees or higher. They are in job grades eight, nine, and above. He considered this a good percentage for the Eastern Region. The Diwan looks forward to increasing release numbers. This will happen in the coming period.
Regarding decisions from Abdullah Al-Thani’s interim government. Karkara clarified these decisions underwent review. They were included in the Financial Releases Committee’s system. They covered Tobruk, Musaid, Al-Bayda, Derna, Al-Sahel, Benghazi, and Kufra. Most were referred to the Ministry of Finance’s Budget Department. Disbursement permits were issued for some.
He stated that Tobruk’s health sector saw releases. These were for several health services administration employees. Releases also covered the education sector. The Al-Sahel region received several releases. Benghazi saw the release of decisions. Decision No. 210 became No. 307 after consolidation. Releases in the Al-Marj education sector also occurred.
He confirmed the health sector received the largest share of releases. One Benghazi hospital received 200 financial releases. Releases also included health institutions in Tobruk, Al-Sahel, and Ajdabiya. These extended to Jardina, Benina, Al-Kufiya, Dryana, and other municipalities. Most of these releases covered medical and auxiliary medical staff. Many of them held higher qualifications.
