Supreme Council of State President Mohammed Tekalla issued a statement Tuesday rejecting any legislation passed by the House of Representatives without consulting the Council of State, calling such unilateral moves invalid.
Tekalla condemned the passage of a new Hajj and Umrah Law by parliament, led by Speaker Aguila Saleh, undertaken without input from the council.
Insisting “all laws” must be based on consensus, Tekalla called on the Tripoli-based government, state bodies, and foreign entities to disregard legislation issued by parliament.
The Council of State president warned of encroachment on executive authorities, accusing the parliament speaker of monopolizing lawmaking powers and undermining reconciliation efforts. However, he expressed a willingness to bridge differences of opinion.
