Libya – Member of Parliament Muneim Al-Arfi said the signing of the final agreement by the “4+4” joint committee marks a positive step toward unifying Libya’s state institutions.
In remarks to Russia’s Sputnik agency, Al-Arfi stated that the next phase will require continued efforts to unify remaining institutions and end the current state of division.
Al-Arfi noted that the agreement addresses several longstanding disputes, particularly over the leadership of the High National Elections Commission. He explained that while the House of Representatives had previously named members of the Commission’s board, disagreements persisted over the positions of chair and deputy. These issues have now been settled through consensus.
He emphasized that resolving this point is significant both for the electoral process and for logistical preparations, including supervision and announcement of results. Al-Arfi believes that consensus on these matters will advance the electoral path.
The agreement also covers other important topics, including the eligibility of military personnel and dual nationals to run in elections. It also addresses the first round of voting. Al-Arfi stressed that key outstanding issues have been managed through consensus among the parties.
He underlined that the House of Representatives remains open to all practical initiatives that could end division in the country. Al-Arfi said ongoing disputes continue to impact the daily lives of Libyan citizens, who suffer from the consequences of division and a lack of basic services.
He noted that the most important question in the coming period is whether all parties are serious about implementing the agreement’s terms, or whether new obstacles and disagreements will arise.
Al-Arfi said this will become clear as implementation begins. He added that, despite possible challenges, the agreement is a step in the right direction toward ending the institutional split and increasing the chances for broader consensus—moving Libya closer to resolving its political crisis.
