The Diwan of the House of Representatives on Saturday hosted the conference “Public Service in Libya: Reality of its Practices and Future Prospects,” organized by the Faculty of Economics at the University of Benghazi. The event was attended by Major General Dr. Khaled Al-Faidi, Director of the Graduate College for Security and Legal Sciences at the Ministry of Interior, deans from several faculties of the University of Benghazi, and a number of researchers, academics, experts, and specialists. According to the official website of the House of Representatives, the conference aims to diagnose the state of public service, identify priorities for improving its performance, exchange academic and research expertise, and propose solutions and treatments for its development.
Opening Speeches
Dr. Rasmi Balrouin, Deputy Head of the Diwan of the House of Representatives, delivered a welcoming address in which he emphasized that public service is the backbone of the state and the engine of its stability and growth. Following him, Professor Dr. Ahmed Al-Zarrouq, Dean of the Faculty of Economics and President of the conference, gave a speech expressing his thanks to the House of Representatives and its Diwan for hosting. He considered the existing cooperation an embodiment of national integration between science, knowledge, and decision-making, noting that the conference’s theme is a national issue that contributes to enhancing the efficiency of state institutions.
Conference Goals and Themes
The conference focuses on: the concept, importance, and future vision of public service; the reality of public service in Libya, its opportunities, and challenges; in addition to public service reform, digital transformation, and the future of public service in Libya.
Day One Papers
The first day featured the presentation of scientific papers that addressed: the legal system for employment in Libya, the legal system for methods of filling public positions, the impact of equality on job performance, civil liability for damages resulting from the use of artificial intelligence in performing public service, and the role of soft skills in improving performance.
