The acting Minister of Health in the Libyan government, Abdel Salam Aqila, has issued Decision No. 191 of 2026. The decision establishes a committee chaired by Mohamed Aziz Shanane and includes specialists from the Medical Syndicate, Civil Service, and workforce sectors. The committee is tasked with developing a national proposal for scientific standards, classifications, and policies to regulate medical practice across all specialties. This proposal will serve as a reference for medical work in health facilities.
The committee will set scientific foundations and rules for medical specialties, as well as prepare operational policies for health facilities. It will also coordinate with professional syndicates, scientific associations, research centers, and medical bodies. The committee aims to benefit from established medical models and practices that match the specific needs of Libya’s health sector.
To monitor progress, the acting Minister of Health met with the committee’s chair and members, along with specialists from the Medical Syndicate, Civil Service, and workforce authorities. The meeting addressed ongoing work, challenges facing the committee, and the necessary steps to complete the project as planned.
Discussions included updates on the committee’s activities and proposals for establishing scientific guidelines and operational rules for various medical specialties, as well as policies regulating the operation of health facilities. The goal is to unify the standards for providing medical services and to organize procedures within health institutions. The meeting also reviewed methods for coordination with relevant bodies and drawing on successful scientific and medical experiences, in order to draft a comprehensive national reference for medical practice and to advance health facility performance.
Aqila stressed the importance of the committee continuing its work in a scientific and institutional manner, fulfilling its assignments to improve performance and quality of health services for citizens.
The Ministry emphasized that the formation of the committee is part of ongoing efforts to develop the healthcare system and strengthen the institutional organization of health facilities, in line with the 2030 vision of the General Command and the directives of the Libyan government.
