Libya – House of Representatives Speaker Salehin Abd al-Nabi outlined his leadership priorities in a speech to parliament on Tuesday, describing his new role as a major responsibility to the country and its citizens. He emphasized the need for serious work and wise management of differences, with the supreme national interest as the guiding principle.
Abd al-Nabi expressed pride in the confidence shown by lawmakers, saying it would motivate him to exert maximum effort and collaborate with all members as one team. He vowed to strengthen the legislative body and its service to the Libyan state and its people.
He thanked the previous parliamentary leadership, including Aguila Saleh, Fouzi al-Nuwairi, and Misbah Douma, acknowledging their efforts during what he called exceptional circumstances. Recognizing the value of those efforts, Abd al-Nabi said honoring past leaders affirms the institution’s continuity and that learning from past experiences will help sustain future progress.
He noted that Libya is entering a stage that demands high responsibility, wisdom, and a spirit of national unity above individual disagreements. Abd al-Nabi pledged to work with parliament members to promote the constitutional, legislative, and oversight roles of the assembly. He said he supports efforts to achieve stability, strengthen state institutions, and create conditions for comprehensive and lasting national consensus.
He listed his key priorities: upholding the rule of law, respecting the constitution and national institutions, and supporting dialogue and reconciliation to reinforce Libya’s unity. He said strengthening security, stability, and state institutions according to the law is essential, with a specific focus on improving basic services for citizens.
Abd al-Nabi stressed the importance of transparency, integrity, and fighting corruption. He promised to foster accountability and sound management of public funds. Improving the performance of the House of Representatives and its legislative and oversight functions to meet the aspirations of the people and bolster public trust are central goals, he said.
The Speaker also said the doors of parliament will remain open to all national, political, and social groups. He emphasized that dialogue, understanding, and mutual respect are needed to address national issues. Libya, he said, is greater than individual disputes and selfish interests, and its future is a shared responsibility.
Abd al-Nabi called on all parties and social and political forces to cooperate, prioritize dialogue, and reject anything that deepens divisions or weakens state institutions. He urged efforts to build a stable, secure, and just state that preserves rights and dignity for all Libyans.
He pledged to maintain a balanced institutional relationship with the government, the judiciary, security and military bodies, and other state institutions. This relationship, he explained, should be based on cooperation, coordination, and respect for jurisdiction to ensure complementary roles and serve the public interest.
Abd al-Nabi welcomed all international support that contributes to stability and development, provided it respects Libya’s sovereignty and national decision-making. He stressed that solutions must arise from the will of the Libyan people and serve their interests.
He acknowledged the significant challenges ahead but expressed confidence that, with unified commitment, Libyans can overcome difficulties and build a better future. Abd al-Nabi pledged to serve as Speaker for all representatives and to ensure that parliament reflects the aspirations of Libyans from all backgrounds. He promised to carry out his duties with honesty and impartiality, always prioritizing Libya’s unity, security, and the rule of law.
He concluded by expressing hope that God would help lawmakers fulfill their responsibilities, guide them in working for the country’s good, and preserve Libya’s stability, security, and prosperity.
