Benghazi – The Second Deputy Speaker of the House of Representatives, Misbah Douma, stressed the necessity of an integrated approach to the file of sovereign positions, and that changing these positions should only be done within a single, integrated package presented to the House of Representatives for a decision in a special official session, as stipulated by the Libyan Political Agreement.
Douma emphasized, in an official statement issued, Monday, from Benghazi, that the Political Agreement has been clearly violated through the appointment of figures in a manner contrary to what was agreed upon, asserting that the agreement was not signed by the presidencies of the House of Representatives and the High Council of State, nor was it presented to the House of Representatives for ratification, which makes it legally non-binding.
He pointed out that the authority to name the heads of sovereign positions is a power of the House of Representatives in consultation with the High Council of State, while the appointment of deputies and members of sovereign positions is considered an exclusive authority of the House of Representatives.
He called for rejecting the fragmentation of the sovereign positions file or its passage under any pretext, warning that such practices lead to further division and the obstruction of state institutions.
He affirmed that Libya needs a radical change in the structure of its higher institutions to ensure the stability of the state and achieve the will of the Libyan people in building a modern democratic state through simultaneous presidential and parliamentary elections.
The statement concluded by emphasizing that the House of Representatives is the sole elected legislative body constitutionally and legally authorized to issue and adopt sovereign decisions, calling for upholding the national interest and breaking with the methods of political quotas.
