Health Ministry to launch the 2023-2028 national strategy

The Health Ministry is to launch the National Strategy for Primary Health Care 2023-2028, and the proposed Health Sector Plan for 2023.

The revelation came on Thursday during the Deputy Prime Minister – who is also Acting Minister of Health – Ramadan Abujanah’s follow up meeting with the Director General of the National Centre for Health System Reform (NCHSR), Adel Al-Deeb, on the Ministry’s preparations to launch the National Strategy for Primary Health Care 2023-2028 and the proposed health sector plan for the year 2023.

National Strategy for Primary Healthcare
The Health Ministry reported that the National Strategy for Primary Healthcare will be launched this March and aims to raise the efficiency of the first level of health care, as it represents the utmost importance for the health system. This it plans to do by raising the efficiency of medical services in group clinics, health centres and units, and applying family medicine and the referral system.

Strategy will be implemented in three stages
The ministry further reported that the strategy will be implemented in three phases to include all Libyan regions, and the implementation of the strategy will result in the adoption of a health number for each citizen, and an electronic health record.

Health sector plan for 2023 – first in 12 years
The Minister was also briefed on the stages of implementing the 2023 sector plan which will be launched for the first time after more than twelve years, during which no national plan to reform the health sector was launched, approved and implemented.

Aims to restructure the health system
The sector plan aims to restructure the health system in Libya so that the health sector is one integrated administrative unit, and the distribution of services among the six health regions according to the priorities and geographical distribution of the population
