India expands its presence in North Africa and chooses a veteran diplomat to represent it in Libya

An analytical report by the Indian website “North Block South Block” highlighted the appointment of Hifzur Rahman as India’s new ambassador to Libya. The move is part of a broader diplomatic push to enhance New Delhi’s presence in North Africa.

The report noted the new ambassador is transferring from his current post as India’s ambassador to Chad. New Delhi is expanding its presence in countries undergoing political transition and economic reconstruction. Libya is a strategic priority for India.

Enhanced cooperation with Libya is linked to its energy resources. The country also has vast needs for reconstruction and the restructuring of state institutions. Additionally, Indian nationals reside in Libya, making the relationship especially important for India.

The report added that Hifzur Rahman’s work in Chad prepared him for a more sensitive and complex mission in Libya. The country is undergoing a political restructuring. India seeks to support stability and peace-building efforts. It will focus on cooperation in the energy and oil sectors.

A strong diplomatic presence is essential to ensure the interests of the Indian community, especially expatriate workers. The report also pointed out that Libya’s reconstruction projects offer opportunities for Indian companies. These opportunities are in infrastructure, healthcare, education, and information technology.

The report concluded that the new ambassador has extensive experience in the Arab world and North Africa. He is also fluent in Arabic. This gives him a greater ability to manage sensitive files. It will help him achieve broader success in Libyan-Indian relations.
