TRIPOLI – As part of the intensive consultations led by the United Nations Support Mission in Libya (UNSMIL), the acting Head of the Mission, Stephanie Khoury, met yesterday with a delegation from the Dialogue and Reconciliation team to hear their vision and proposals on how to advance the stalled political process.
During the meeting, the Dialogue and Reconciliation delegation presented its vision for a way out of the crisis, stressing that “ending transitional arrangements” is the essential starting point to overcome the current political stalemate. The delegation put forward a practical proposal to hold a public referendum to resolve contentious constitutional issues, viewing it as a necessary step to build a solid constitutional basis that paves the way for permanent stability.
For her part, Ms. Khoury emphasized the United Nations’ strategy of pursuing a “dual-track approach.” She explained that this approach requires moving forward on two parallel tracks: the first is pushing for the long-awaited elections, and the second is working to enhance national unity by building a broad consensus among all parties on core divisive issues.
The Deputy Special Representative stressed that these simultaneous efforts are the only way to ensure Libya’s definitive exit from the “transitional state” the country has been in since 2011 and to move it into a new phase of political and institutional stability.
