The Élysée Palace, the seat of the French Presidency in Paris, witnessed today the signing ceremony of a Memorandum of Understanding (MoU) between the National Development Agency and Business France, a step that reflects the desire of both parties to enhance economic cooperation and develop investment partnerships between Libya and France.
The signing ceremony took place under the supervision of Dr. Mahmud Elforjani, Director General of the National Development Agency, while the MoU was signed on behalf of the Agency by Mr. Faraj Aljarih, Director of the International Cooperation Office. This agreement is part of the Agency’s efforts to promote economic openness and the exchange of expertise with leading international institutions.

The French side was represented by Paul Soler, Special Envoy of the French President, along with Thierry Vallat, the French Ambassador to Libya, Benoît Trivulce, Acting CEO of Business France, and Philippe Garcia, Business France Director for North Africa. This high-level official French presence underscores the depth of the mutual interest in developing avenues of cooperation with the National Development Agency.
Eng. Belqasim Haftar, Director General of the Libya Development and Reconstruction Fund, and his accompanying high-level delegation, also participated in the ceremony.
This MoU serves as a framework for enhancing joint work in the fields of investment, innovation, and the development of small and medium-sized enterprises (SMEs), in addition to organizing economic and commercial events and exchanging knowledge to serve the goals of sustainable development in Libya.
