Benghazi – Political analyst Abdullah Al-Deebani said the visit by the head of the Benghazi Court of Appeals to Tripoli carries important legal and political significance. He explained that the visit reflects the judiciary’s commitment to the principle of a unified Libyan judicial system. Al-Deebani noted that senior judicial leaders are keen to maintain professional communication despite ongoing political tensions and executive division between the eastern and western regions.

Al-Deebani told Sputnik that meetings bringing together the heads of appeals courts from Tripoli, Benghazi, and Sabha reinforce recognition of the Supreme Judicial Council as a unified institution managing judges’ affairs, promotions, and official appointments through a centralized system. He added that direct communication among appeals court heads acts as a safeguard against attempts to split the judiciary or create parallel judicial councils. He noted such attempts have been made in recent years, but judicial unity has prevented their success.

Al-Deebani also pointed out that, while Libya’s judiciary has shown resilience compared to other institutions, it has not been immune to the effects of political division. One major consequence, he said, is the difficulty in enforcing court rulings across different regions.

Discussing steps needed to end division within the judiciary, Al-Deebani said this is achievable but requires complementary legal and procedural measures. These include activating a unified judicial inspection system to ensure proper and confidential procedures, as well as regular inspections of courts nationwide. He stressed the importance of unifying budgets and logistical resources, and of managing financial allocations, salaries, and judicial premises through a single system to guarantee equality among all regions.

Al-Deebani emphasized the need to keep the judiciary separate from political disputes. He called on judges to remain impartial and equidistant from all political parties and factions. He said that reciprocal visits and ongoing contacts among senior judges, appeals court heads, and members of the Supreme Judicial Council should not be viewed as merely ceremonial. Rather, he described them as strategic moves to preserve the unity of the judiciary, which is a cornerstone of state sovereignty.
