State Council member Mohamed Al-Hadi described the position of Deputy UN Envoy Stephanie Khoury as “consistent” with the nature of her advisory role, saying that the United Nations cannot impose solutions on Libyans but merely facilitates dialogue and presents proposals.
Avoiding a Repeat of the Skhirat Agreement Scenario
In exclusive statements to the “Asharq Al-Awsat” newspaper, Al-Hadi explained that the discussion about the non-binding nature of the structured dialogue’s outcomes aims to avoid the scenarios of appeals and objections that followed the 2015 Skhirat Agreement. He noted that the real bet lies in the fairness of the outcomes and their ability to achieve national consensus, not in their legal bindingness.
National Solutions are the Best Guarantee for Stability
Al-Hadi believed that solutions stemming from a genuine national will would be implemented on the ground without the need for coercive decisions or imposed settlements, emphasizing that Libyan-Libyan understanding is the foundation for any stable and sustainable political settlement.
