Tobruk – In an expanded meeting held on Thursday, the Libya Development and Reconstruction Fund discussed the launch of a new package of development projects in the city of Tobruk, as part of national efforts to advance infrastructure and enhance urban development in the city and its surrounding areas.
The meeting, chaired by the Fund’s Director-General Belkacem Khalifa, was attended by Representatives Salheen Abdel Nabi and Saleh Hashem for the city of Tobruk, the mayor of the municipality, the Fund’s Director of Projects, and a number of local officials, in addition to representatives of the foreign companies implementing the projects.
A statement issued by the Fund explained that the meeting was dedicated to discussing the implementation plans for the new projects, mechanisms to accelerate the work, and ensuring quality in accordance with international standards. This aims to improve public services, enhance the efficiency of Tobruk’s infrastructure, and align with the general orientation towards achieving balanced development in different regions of Libya.
In the context of following up on the implementation of these plans, the Fund’s Director-General, Belkacem Khalifa, signed a number of contracts for new development projects in Tobruk, covering the sectors of water, roads, sports, infrastructure, and public utilities.
The signed projects include the maintenance of a desalination plant with a capacity of 40,000 cubic meters in cooperation with the Slovenian company Hidromontaža, and the supply of spare parts for the same plant in coordination with the French company SIDEM. They also include the construction of a sports city in Tobruk with a capacity of 20,000 seats with the Turkish company BİMPERA, and the construction of the city’s sewage treatment plant with the Arab Contractors company.
The contracts also included a memorandum of understanding to establish a new desalination plant with a capacity of 100,000 cubic meters per day in partnership with the French companies Veolia and SIDEM, in addition to a study for establishing a similar plant in cooperation with the Italian company TESI. Also included is a project to build a bridge in the city of Al Qubbah, develop and expand the 16-kilometer Al Qubbah – Ras al-Hilal road, and upgrade the Al-Wardiya road and culvert, all in cooperation with the Arab Contractors company.
To support the transportation sector and inter-city connectivity, an agreement was also reached to develop and maintain the 280-kilometer Jaghbub – Tobruk road in cooperation with the United Engineers company. This is in addition to constructing a sewage treatment plant in the city of Al Marj with the Arab Contractors company, in a move aimed at improving service infrastructure and promoting development in the cities of the eastern region.
The Fund noted that these projects are not limited to the water and road sectors but also extend to health, education, infrastructure, and public utilities, with a focus on completing projects that have been stalled for years. This will contribute to making a qualitative leap in the level of services provided to citizens and supporting the path of local development.
The Fund’s Director-General, Belkacem Khalifa, affirmed that the new projects are part of a comprehensive development vision aimed at achieving stability and sustainable development in various Libyan cities and regions. He stressed that implementation will be carried out according to the highest approved technical and engineering standards, ensuring tangible results that positively impact the lives of citizens.
