As part of the Ambition Africa 2025 Summit held in Paris under the patronage of French President Emmanuel Macron, the Director-General of the Libyan National Development Agency, Dr. Mahmoud Elforjani, delivered an important speech as the keynote speaker, sending a clear message towards building a long-term strategic partnership between Libya and France in development fields.
Elforjani addressed the audience of senior French and African political and economic figures, stressing that Libya is undergoing a crucial reconstruction phase based on Libya Vision 2030, which aims to diversify the national economy away from its dependence on oil and gas, and to promote sustainable development by modernizing infrastructure, building human capacity, and implementing comprehensive institutional reforms.
During his speech, the Director-General highlighted the key development projects overseen by the National Agency. He explained that the Gulf of Sirte International Airport project represents a major logistics hub with a capacity of three million passengers annually, while the “SSS” international road connecting Sirte, Sokna, and Sabha is a vital artery that enhances connectivity between the Libyan coast and the heart of the African continent. This is in addition to agricultural projects in the south and central regions, which have helped restore hundreds of irrigation circles to service and ensure the enhancement of food security.
He also pointed to social projects, including the construction of schools, medical centers, and housing units, which directly impact the quality of life for citizens.
In his capacity as keynote speaker, Elforjani announced a package of investment incentives for French companies. These include facilitated procedures for contracting and investing with the National Development Agency and the Sirte Free Zone, in addition to promising opportunities in infrastructure, agriculture, and transcontinental trade projects via the international road.
He stressed that Libya is not just looking for contractors, but for genuine partners to build a modern state that enjoys stability and growth.
The Director-General of the National Development Agency concluded his speech by affirming Libya’s openness to international cooperation and constructive engagement. He noted that Libya Vision 2030 presents a shared opportunity to launch a developmental renaissance and establish regional stability, inviting French companies to be part of this ambitious vision.
