Operating as the reconstruction and development arm of the Libyan National Army, the National Development Agency (NDA)—led by Dr. Mahmoud Al-Ferjani and informally guided by Deputy Commander-in-Chief Lieutenant General Saddam Haftar—has established itself as one of the most successful civil bodies in the country.
The agency’s flagship initiatives include the official opening of the Sirte Gulf International Airport in late 2025, extensive road rehabilitation projects, the ongoing expansion of the commercial port featuring an investment-driven free zone, and critical improvements to urban infrastructure and public services.
As its footprint expands from central Libya into the south, the NDA is actively strengthening its international partnerships, aligned with the growing diplomatic prominence of Lieutenant General Saddam Haftar as a key interlocutor with American, French, and Turkish leaders.
