Benghazi – The Ministry of Electricity and Renewable Energy issued Circular No. 1 for 2026. This circular orders the blocking of all websites and platforms. These platforms were created by employees of companies under the Ministry’s supervision. They were established without official prior permission.
The circular clarified the issue. These platforms were created without coordination with the Ministry. This could lead to information security breaches. It may also destabilize general security. Furthermore, it could contribute to sedition and chaos. This applies within the work environment or society at large.
The Ministry indicated the basis for this action. It stems from Law No. 5 of 2022. This law concerns combating cybercrimes. Specific articles supporting this are 2, 4, 5, 7, 11, 15, 21, 30, and 34. The Ministry stressed the need for full compliance with current legislation. It also emphasized avoiding any electronic actions. These actions could affect government operations. They could also impact public authority functions. This applies whether directly or indirectly.
The Ministry also stressed another point. No new platform may be created. This is unless written approval is obtained from the Ministry. This ensures coordination. It also protects information security. Furthermore, it prevents any potential exploitation.
The Ministry affirmed the consequences of non-compliance. Violating these instructions exposes employees to penalties. These are stipulated in Article 34 of the same law. Article 34 punishes anyone who obstructs government operations. It also covers obstruction of public authority functions. This applies if an electronic means is used. Penalties include imprisonment and a fine. The fine ranges from 10,000 to 100,000 dinars. Additionally, civil and criminal action can be taken against offenders.
This step reflects the Ministry’s commitment. It aims to maintain information security. It also ensures workflow in a secure and organized environment. Furthermore, it protects state and citizen interests. This safeguards them from potential electronic threats.
