Tripoli – The National Oil Corporation has signed what it calls a strategic memorandum of understanding with the Project Management Institute (PMI) for the Middle East and North Africa. The aim is to strengthen institutional capacities and develop national competencies through collaboration in training, capacity building, and implementing global standards and methodologies in program and investment portfolio management within Libya’s energy sector.
The agreement was signed by National Oil Corporation Chairman Masoud Suleiman and PMI Regional Executive Director Hani El Shazly. The move seeks to support institutional performance and improve the execution of strategic projects in the sector.
The memorandum grants access to specialized educational solutions and globally recognized professional certifications. It also provides for the development of a joint digital platform representing both parties, helping to qualify national talent and support the local training sector. The agreement also aims to establish best practices in project management.
Suleiman stated that this collaboration is the first initiative of the Technical and Administrative Development Center within the corporation’s training division since its founding. He emphasized the corporation’s commitment to developing its workforce and equipping them with modern knowledge and digital tools to boost project execution and achieve operational excellence.
El Shazly expressed PMI’s pride in this partnership, saying it will enhance institutional capabilities and help build a sustainable base of national professionals. He said the agreement will also support improved outcomes in critical projects, contributing to Libya’s economic development.
