The United Nations Support Mission in Libya announced on Saturday the completion of the “Structured Dialogue” membership. This is one of three pillars of the political roadmap announced on August 21, 2025. The other pillars include a viable electoral framework and the unification of institutions. Its first sessions will be held this Sunday and Monday in Tripoli.
The mission stated this mechanism aims to broaden participation in the political process. This aligns with Security Council Resolution 2796 (2025), which supports a comprehensive political path.
The “Structured Dialogue” will hold its first sessions in Tripoli on Sunday and Monday, December 14 and 15. Its goal is to develop practical recommendations to prepare for elections. The dialogue will also address public policy challenges and deal with drivers of conflict. The aim is to reach a national consensus on a unified vision for Libya’s future.
To ensure broad representation, the mission requested nominations. Nominations came from municipalities, parties, universities, technical and security institutions, and cultural groups.
Most members were selected from among the nominees. Additional members were chosen to ensure inclusivity and expertise.
The mission noted that more than 1,000 men and women from various regions applied to join. The selection process was based on objective criteria. Candidates needed a clean record, free from human rights violations, corruption, hate speech, or unethical behavior. They also required knowledge or experience in governance, economy, security, national reconciliation, or human rights. Credibility and commitment to the national interest were also essential.
The mission also considered the ability for constructive, consensus-based participation. This includes listening to diverse views, building bridges, and providing actionable recommendations. Full-time availability during the dialogue was a requirement.
