Tittieh: 4+4 Committee Meeting Makes Progress on Legal and Constitutional Path for Elections

New York – The United Nations Special Representative for Libya, Hanna Tetteh, announced that the 4+4 joint committee has made progress on several contentious issues related to the legal and constitutional framework for elections in Libya.

In a briefing to the UN Security Council, Tetteh said the committee has held seven meetings since its launch on April 29, with four of them taking place since her last briefing. These meetings, organized by the UN Support Mission in Libya, focused on the most disputed elements of the legal and constitutional basis for the elections and discussed restructuring the board of the High National Elections Commission.

Tetteh stated that the next meeting is scheduled for August 20. She said the committee will work on agreeing on a mechanism to ratify the outcomes of its discussions.

She noted that progress by the 4+4 group is happening alongside the conclusion of a six-month structured dialogue that addressed governance, economic, security, reconciliation, and human rights issues.

Tetteh affirmed that the UN Mission is preparing to move into the next phase of the roadmap, which aims to unify government and institutions and create the conditions necessary for inclusive elections.

She emphasized that sustainable progress in the political process depends on constructive engagement by Libyan parties, broad national consensus, and continued international support for the political track.
