Al-Fitouri Supports Separating Salaries into an Independent Budget Item to Increase Government Spending Transparency

Benghazi – Attia Al-Fitouri, an economics professor at the University of Benghazi, has supported a proposal by the Speaker of the House of Representatives to create a separate section in the state budget for employee salaries. He said this would allow wages to be separated from other allocations currently listed under the main section titled “Salaries and Similar Items.”

Al-Fitouri explained on Facebook that the proposal would dedicate a specific section to wages and move ten related items to another section, effectively splitting the current salary section into two parts.

He believes this change would help researchers and analysts track trends in salary spending and yearly increases. Right now, he said, it is difficult to monitor these details because not all relevant items are shown individually.

Al-Fitouri added that this step would require creating a new section in the budget. He said there should be no objection to this, even though the state’s financial regulations designate only three sections. The general budget is now sometimes presented in four or even five sections.

He argued that separating salaries from other items would clarify government spending and help identify areas of financial inefficiency.
