The Governor of the Central Bank of Libya, Naji Issa, on Tuesday discussed ongoing preparations for the 2026 state budget with Khaled Al-Mabrouk, the Minister of Finance in the Government of National Unity.
The meeting, held at the Central Bank’s headquarters, also addressed the mechanisms for collecting government revenues through electronic payment systems, ensuring transparency, speedy collection, and improved efficiency in managing public resources, ultimately leading to a unified treasury account.
The discussion also covered accelerating the acquisition of data for the “Your Salary, Instantly” system and addressing delays by some entities in submitting their data to ensure regular workflow and the completion of the national salary database.
They also discussed the procedures for launching the ACI (Advanced Cargo Information) shipment tracking system, which represents a significant step toward developing the financial oversight system and streamlining import and customs clearance procedures.
At the conclusion of the meeting, it was agreed to form a joint working team between the Ministry of Finance, the Central Bank of Libya, and relevant government agencies to coordinate efforts on electronic collection and automate communication channels between the two parties, in support of digital transformation and comprehensive financial reform.
