First Investment Sukuk Package Launched With Value Exceeding One Billion Dinars

Benghazi – The city of Benghazi on Saturday launched its first package of investment sukuk, with a total value exceeding 1 billion Libyan dinars. The announcement was made during a business session organized by the Benghazi Chamber of Commerce, Industry, and Agriculture under the theme “The First Package of Investment Sukuk – Launch, Excellence, and Sustainability.” The event was held in cooperation with the Libyan Stock Market and Amwal Financial Brokerage Company.

The session took place at the Chamber’s conference hall in the Garyounis district. It was attended by economic experts, investors, and representatives of relevant institutions. The aim was to highlight the importance of investment sukuk as a modern financing tool, and to demonstrate their role in supporting economic projects and increasing investment opportunities in Libya.

Participants reviewed the mechanisms for issuing investment sukuk as well as the legal, regulatory, and technical frameworks governing them. They also discussed how sukuk could energize the financial market, attract local savings, and channel liquidity into productive projects based on real assets, thereby helping to support the national economy.

Several experts delivered specialized presentations outlining the stages of sukuk issuance, the regulations governing the process, and the way this instrument can provide new sources of funding for the private sector and investment projects.

Munim Al-Saaiti, head of the Benghazi Chamber of Commerce, Industry, and Agriculture, told the Libyan News Agency that investment sukuk represent an important financial tool for project funding. He said they allow investors and savers to participate in real projects rather than leaving money outside the economic cycle.

Al-Saaiti added that oversight by the Libyan Stock Market Authority over sukuk issuance boosts investor confidence. He explained that this regulatory framework ensures transparency and compliance with accepted standards. He described the launch as an important step toward developing the financial market and opening new investment opportunities across various sectors.

Mohamed Hammad, chairman of Amwal Investments, said the first package of investment sukuk is a major milestone for the private sector. He noted that its value, over 1 billion dinars, makes it the largest of its kind in the history of Libya’s private sector.

Hammad explained that investment sukuk are based on real, securitized assets, making each certificate holder a part-owner of the project. He said this model offers stronger guarantees and encourages greater investor participation in economic ventures.

The Benghazi Chamber of Commerce, Industry, and Agriculture stressed that this initiative is part of ongoing efforts to support the investment climate and develop local financial instruments. The Chamber said it aims to strengthen the private sector’s role and promote sustainable economic development.
