An analytical report by the Italian website “Decode 39” examined what the joint “Flintlock 26” maneuvers between eastern and western Libya—scheduled for next spring under Washington’s supervision—represent for Italy, suggesting the possibility of Rome assuming a leading role alongside AFRICOM, which would place it before a “delicate mission.”
The report suggests the mission involves aligning with Washington’s renewed focus on North Africa and bolstering Italy’s “Mattei Plan” for energy and stability. According to the analysis, the United States’ commitment to preventing the destabilization of Libya serves Rome’s interests in combating organized crime and irregular migration.
Rome considers “Flintlock 26” a tactical event and a “political test” for Libya’s fragile reunification process, as well as a strategic opportunity to reassert Italian influence in North Africa amid renewed American engagement.
The report explains that the “Mattei Plan” views Libya as a cornerstone for energy security and migration management, as stability and cooperation would open the door for the return of American and Italian investments in critical oil and gas infrastructure after years of insecurity and political fragmentation.
