Khoury: Four main tracks for the structured dialogue and 120 participants representing various components

Monday, November 3, 2025 National 2 Mins Read
Khoury

Deputy Special Representative of the Secretary-General for Political Affairs Stephanie Khoury said that the structured dialogue announced by the Mission includes four main tracks: security, economy, national reconciliation, and governance.

Dialogue Objectives and Expanding Participation
Khoury explained in a statement to “Al-Masar” TV that the goal of the dialogue is to build broader consensus that contributes to Libya’s stability and moves the political process forward, noting that about 120 Libyan figures from various components will participate in the dialogue. They will present recommendations on the four tracks to unify visions and exit the transitional phase.

Comprehensive and Balanced Participation
Khoury added that the dialogue will include experts and technicians from municipalities, universities, political parties, civil society, and security agencies, stressing the Mission’s commitment to ensuring geographical balance and the participation of women and all Libyan components in the process.

Holding the Dialogue Inside Libya
She stated that most of the structured dialogue sessions will be held inside Libya to preserve national sovereignty, noting that the Mission plans to start the dialogue’s work before the end of this month after the reception of participants is complete.

A National Responsibility Before the Libyans
Khoury affirmed that the Special Representative announced the roadmap with the participation of all Libyan frameworks, including the House of Representatives and the High Council of State, who bear a historic responsibility before the people to reach solutions. She also stressed that the economic and political situations cannot tolerate further delay, and that the decision ultimately lies with the Libyans themselves.
