Libyan Oil Minister, Mohamed Oun, issued a decree on Thursday suspending the Chairman of the National Oil Corporation (NOC), Mustafa Sanalla, from work and referring him to administrative investigation “for violations”.
Article 1 of the decree said that Mustafa Sanalla “is referred to administrative investigation for a number of attributed violations”:
A- Failure to comply with the procedures and controls related to obtaining prior permission from the Minister of Oil and Gas when undertaking any official work assignment, and failure to submit the necessary report on internal tasks .
B – Non-compliance with the administrative hierarchy in administrative correspondence, violating the organization of the approved administrative apparatus of the Ministry of Oil and Gas.
C – Refraining from transferring the subordination of the sovereign departments (Inspection and Measurement Department – Corporate Accounting Department, International Cooperation Department) to the Ministry of Oil and Gas.
H- Assigning a member of the Board of Directors of the National Oil Corporation the duties of the Chairman of the Corporation, violating the legislation governing the work of the National Oil Corporation.
Article 2 indicated that Sanalla “shall be suspended from work until the end of the administrative investigation with him, and the investigation shall be in accordance with the rules and procedures in force in and with the knowledge of the Administrative Control Authority.”
“A copy of the investigation results shall be referred to the Minister of Oil and Gas with a recommendation regarding the continuation of Sanalla’s suspension from work or lifting the suspension,” the decree text said.
“A decree is issued by the Minister of Oil and Gas regarding the implementation of the recommendation,” it added.
