Benghazi – The Ministry of Foreign Affairs held discussions with representatives of Doctors Without Borders. The Ministry of Health and other relevant authorities attended. They discussed the organization’s past activities in Libya. Its proposed work plan for 2026 was also discussed.
The Ministry requested a comprehensive report. This report should cover all the organization’s activities. It will assess them against legal and national standards. The Ministry stressed that all activities must involve local partners. The Ministry of Health is a primary partner. Efforts must be unified. Working individually should be avoided.
The Ministry emphasized that the organization must operate from an official headquarters in Benghazi. It must adhere to Libyan laws. It must respect the principle of neutrality. It should not interfere in political or religious affairs. It must not violate community values.
Regarding the health sector, an agreement was reached. Priority will be given to localizing medical services. This especially applies to communicable diseases. Isolation centers will be prepared. This will be done in coordination with the Ministry of Health. The Ministry of Interior and the Anti-Illegal Immigration Agency will also coordinate.
It was also decided to hold quarterly meetings. These meetings will monitor program implementation. They will assess compliance levels. The organization’s 2026 work plan must align with Libyan state priorities. It must be under the Ministry’s supervision. The Ministry is a sovereign entity. It is legally authorized to regulate foreign organizations in Libya.
