The Libyan Parliament has issued a decree considering the agreement concluded between Libya and the United States in 2008 as a final settlement of the Lockerbie case from a civil and criminal point of view.
The Parliament’s decree considered the agreement higher in its legal value and binding force than national laws.
It also stipulated that security authorities in the country are obligated not to hand over any Libyan citizen to any foreign party except through the Public Prosecutor.
The Parliament demanded the judicial authorities to prosecute all Libyans involved in reopening the Lockerbie file and arresting the citizen Abu Agila Masud al-Mariami and handing him over to a foreign country outside of the law.
