Al-Qubbah – House of Representatives Speaker Aguila Saleh affirmed full parliamentary support for the Libya Development and Reconstruction Fund. He pledged to remove all legislative, legal, and financial obstacles. This commitment ensures the continuity of development and reconstruction across Libya.
Saleh met with Engineer Al-Qassam Khalifa Haftar on Friday. Haftar is the Director General of the Libya Development and Reconstruction Fund. Their meeting took place at Saleh’s office in Al-Qubbah. They discussed the latest updates on developmental and service projects. The Fund is implementing these projects in various Libyan cities and regions.
During the meeting, Saleh reviewed the results of recent field visits. The Fund’s Director General conducted these visits to cities and regions in southern Libya. He received a comprehensive report. It detailed the visits and the urgent service and development needs of those areas.
The Fund’s Director General provided a full explanation. It covered plans to launch a package of infrastructure projects. It also included maintaining vital facilities and providing basic needs for southern residents. He confirmed reconstruction efforts will encompass all regions without exception. This aligns with a comprehensive vision. It aims for balanced development.
The House of Representatives Speaker expressed great appreciation for the Fund’s efforts. He lauded the speed and efficiency achieved in project implementation. He emphasized these efforts are a cornerstone. They achieve economic and social stability. They also alleviate the suffering of Libyan citizens.
The Purpose of Establishing the Fund
The Libya Development and Reconstruction Fund operates under Law No. (1) of 2024. Article 1 of this law established the Fund. It granted it legal personality and independent financial status.
Article 2 of the law outlines the Fund’s objectives. The Fund aims to implement reconstruction and development plans. This covers Libyan cities, villages, and regions. It also participates in setting general development policies and strategies. It coordinates with local and international experts and consultants. This is for preparing urban plans. Furthermore, it executes development and reconstruction projects. This includes demolishing dilapidated or illegal buildings. It also includes structures in unsafe locations.
The law also authorizes the Fund to invest. It can establish investment projects. It can create companies in its various fields of expertise. Additionally, it can communicate and correspond with local and international bodies. This relates to its operations.
Since its establishment, the Fund has executed several major projects. These are across various regions of Libya. They cover infrastructure, services, and public utilities sectors. The Fund continues to work on implementing more vital projects. This supports stability and sustainable development.
