Political analyst Ahmed al-Mahdawi considered the statements by Deputy UN Envoy Stephanie Khoury, regarding the non-binding nature of the structured dialogue’s outcomes, to be an attempt to pre-emptively cover for the failure of the UN roadmap.
Criticism of the Mission’s Performance in Managing Previous Dialogues
In exclusive statements to the “Asharq Al-Awsat” newspaper, al-Mahdawi explained that the UN mission has failed to manage any of the previous dialogues, pointing out that what is happening today repeats the failure of the former advisory committee. He argued that the mission has shifted from an “open dialogue” to a “guided dialogue” that relies on questionnaires that predetermine the paths and outcomes of the discussion.
Reluctance to Participate in the Structured Dialogue
Al-Mahdawi indicated that the number of applicants to participate in the dialogue is extremely limited, which, he said, reflects a general reluctance towards an initiative that Libyans see as detached from their living and political reality, and which does not express their actual aspirations to end the crisis and achieve stability in the country.
