The Libyan Presidential Council expresses its hope that the House of Representatives (HoR) and the High State Council (HSC) will agree on one of the proposals provided for the constitutional base in order to enable the elections to be held on time, said the Presidential Council Spokeswoman, Najwa Ohaiba.
