Tripoli – The High National Elections Commission (HNEC) issued new decisions. These decisions came during a board meeting held on January 18. The HNEC approved the formation of several elected municipal councils. This was based on the final results of the 2025 municipal council elections (Group Three). The move aims to complete the electoral process. It also strengthens the principle of elected local administration.
These decisions followed a review of several legal documents. These include the Constitutional Declaration issued on August 3, 2011, and its amendments. Law No. (59) of 2012 on the local administration system was also reviewed. Law No. (8) of 2013 on establishing the HNEC was considered. Additionally, the executive regulations for municipal elections (Decision No. 43 of 2023) and their amendments were reviewed. HNEC Board Decision No. (5) of 2026, which approved the final results, was consulted. Minutes from the first meetings of the elected municipal councils were also included.
HNEC Board Decision No. (23) of 2026 approved the formation of the Benghazi Municipal Council. This council was formed according to Article (74) of the executive regulations. It consists of eleven members. The council is headed by a dean and includes ten other members. This council will fully manage local affairs for the municipality. Its responsibilities include service planning. It will also handle administrative organization. Local oversight is also part of its duties.
The HNEC decisions also approved the formation of the Toukra Municipal Council. This council also comprises eleven members. They were elected during the recent municipal elections. This was done in accordance with regulations governing municipal work. It ensures local representation. This representation reflects the popular will of the municipality’s residents.
The HNEC likewise approved the formation of the Qaminis Municipal Council. It follows the same approved legal structure. This council also has eleven members. The council will manage municipal affairs. It will oversee service and development files. These tasks are performed according to its legal powers.
The HNEC board also approved the formation of the Al-Abyar Municipal Council. This was based on the approved final results. The council consists of eleven members. It will begin its duties from the decision’s issuance date. This supports decentralization efforts. It enhances the role of municipalities in providing citizen services.
In the south, HNEC Board Decision No. (28) of 2026 was issued. This decision concerns the formation of the Sabha Municipal Council. This council comprises eleven members. It will play a pivotal role in managing one of the largest municipalities. Sabha is large in terms of area and population diversity. This will enhance administrative and service stability in the region.
The HNEC board also issued Decision No. (29) of 2026. This decision establishes the Sirte Municipal Council. This council also has eleven members. It will oversee the municipality’s local affairs. It will also monitor its developmental and service needs.
The High National Elections Commission affirmed the immediate effect of these decisions. All concerned parties must adhere to their implementation. The decisions will be published through available media outlets. This ensures transparency. It supports the local governance process. It reinforces the principle of peaceful power transfer at the municipal level.
