Tripoli – The Administrative Control Authority has referred Public Case No. 372/2024 against the former manager of the Al-Wahda Bank branch at the Maritime Academy to the courts. The authorities found that the former manager neglected his duties concerning the preservation and maintenance of public funds. He was also accused of abusing his official position to benefit others and causing financial harm to the bank.
Investigations revealed that the former manager approved cash loans to customers whose salaries were not transferred to their accounts at the bank. These approvals were granted without following the rules and procedures that guarantee the bank’s rights. As a result, some beneficiaries evaded repayment of their debts. Others, especially those involved in Islamic Murabaha programs, were able to transfer their accounts to other banks without settling their outstanding installments, without action from the manager to protect the bank’s rights or collect its dues.
This misconduct led to financial losses for the bank totaling 224,134 Libyan dinars, representing debts owed by these customers, according to official documents. After completing the investigation and hearing from relevant parties, the authorities determined there was criminal liability. The case was referred to the Misconduct Chamber of the Al-Swani Primary Court, which in turn forwarded it to the Criminal Court after confirming the violations.
On June 7, 2026, the Third Criminal Division of the South Tripoli Court of Appeals issued its verdict. The court sentenced the former manager to four years in prison with labor and execution. He was also ordered to repay 224,134 Libyan dinars to Al-Wahda Bank – Maritime Academy branch, without any additional criminal costs.
