The Secretary-General of the United Nations, António Guterres, told reporters on Friday that that his Special Adviser to Libya, Stephanie Williams, is conducting all forms communications and mediation in the hope of creating the conditions for the country to hold elections in the first quarter of this year.
However, Guterres emphasized that the decision is ultimately “in the hands of the Libyan people.”
