Libya – Jaouda criticizes the role of the UN mission. He accuses it of insisting on keeping Al-Saih despite objections. Saleh Jaouda is a member of the High Council of State. He has been a member of the General National Congress since 2012. Jaouda stated that the UN mission is represented by UN envoy Hana Tetteh. He believes the mission either ignores its mandate or seeks an unauthorized role in Libya. Jaouda confirmed that the mission insists on retaining Emad Al-Saih despite objections.
Accusation of Exceeding Powers. Jaouda clarified this in a statement on “Libya Al-Ahrar” TV. The channel broadcasts from Turkey. Al-Marsad newspaper followed his remarks. Jaouda had previously responded to the UN envoy in an official meeting. He stressed the necessity of completely changing the commission’s board. He believes Tetteh’s actions are not those of a personal envoy. He described her as acting like a “civil governor of Libya.”
“A Libyan Solution Without External Interference.” Jaouda added that an agreement was reached on the commission’s board. The issue is now between the High Council of State and the House of Representatives. It will be resolved by Libyans without external interference. He urged that the UN envoy be informed. He stated that no Libyan is satisfied with her actions.
Message to the UN Secretary-General. Jaouda sent a message to the UN Secretary-General. He asked him to clarify the distinction for the envoy. This distinction is between a civil governor’s role and a personal envoy’s role in Libya. Jaouda stressed that she must remain silent on the work of legislative authorities. He stated she is not a guardian over the country.
Al-Saih is “Acting” and a Warning Against Appeals. The member of the High Council of State affirmed that no Libyan authority, past or present, has confirmed Emad Al-Saih as head of the High National Elections Commission. He only holds the position of acting head of the commission. Jaouda stressed that any measure taken in this context can be appealed. These appeals would go before the competent courts in Libya.
