Benghazi – The world celebrates the International Day of Persons with Disabilities on the third of December each year, while the Social Solidarity Fund continues its efforts to ensure an accessible environment that enables this group to fully participate in various fields of life.
In this regard, the director of the General Authority for the Social Solidarity Fund branch, Nasser Fadhil, affirmed that this day reminds society of its duties towards protecting rights, saying: “We wish our children with disabilities a new year in which their rights are protected in an environment that considers the needs of all without exception, as they are an integral part of this nation.”
Fadhil explained that the current year witnessed the issuance of the Libyan Regulation for Universal Design, approved by the Prime Minister’s Resolution No. (538) of 2025, which aims to integrate the principles of universal design into buildings, roads, facilities, and services to be usable by everyone, including persons with disabilities and the elderly, without the need for separate solutions or engineering exceptions. He added that this regulation is a foundation for achieving sustainable development, entrenching a culture of respect for human rights, and enabling citizens to have safe and independent access to public facilities and services.
Fadhil noted that the Fund’s branch conducted several official visits to the relevant government bodies, including the Urban Planning Authority, the Benghazi Municipal Council, the National Development Agency, and the Libya Reconstruction Fund, to deliver copies of the regulation and explain its implementation mechanisms. He concluded by saying: “The rights of our children are a public responsibility that falls on the shoulders of ministries, authorities, institutions, and civil organizations. The Fund is part of the service, not the entire service, and we at the Social Solidarity Fund, in all its branches, strive to enhance our services and guarantee the rights of persons with disabilities.”
