Tripoli – A field report issued by the United Nations Children’s Fund (UNICEF) confirmed the conclusion of the “Baladiyati” program for recovery, stability, and socioeconomic development in Libya, in the presence of international and Libyan partner entities.
The report stated that the closing ceremony was held at the Corinthia Hotel in Tripoli, marking the end of a program launched in 2018 with a budget of 76.2 million euros from the “European Union Emergency Trust Fund for Africa.” “Baladiyati” is one of the largest initiatives supporting local governance and basic services in Libya, implemented in 40 municipalities, including 21 in the south.
The report showed that the program contributed to implementing over 700 priority interventions in the health, education, sanitation, and livelihood sectors, benefiting more than 3 million people. The closing ceremony also gathered local and international partners to reflect on the achievements and lessons learned.
The event featured an interactive exhibition with panels, photos, maps, and live demonstrations by vocational training beneficiaries, reflecting the program’s impact on providing alternative opportunities for youth and supporting local communities.
Abdul Shafi Al-Juweifi, the acting Minister of Local Governance in the Dbeibeh government, affirmed that the program’s achievements in improving basic services reflect the effective cooperation between Libya and its international partners. Meanwhile, Márton Benedek, Head of Cooperation at the European Union, considered “Baladiyati” one of the most important initiatives funded by the EU, stressing Brussels’ commitment to supporting development and decentralization.
Italian Ambassador Gianluca Alberini also affirmed his country’s commitment to strengthening bilateral cooperation and supporting local governance, while Isabella Lukoveri, Regional Director of the Italian Agency for Development Cooperation, stressed that the initiative has laid a solid foundation for future partnerships.
Sophie Kemkhadze, the Resident Representative of the United Nations Development Programme, said that “Baladiyati” has enhanced social cohesion and peace, while Mohamed Fayazi, the UNICEF Representative in Libya, pointed to the support for youth through training, entrepreneurship, and the provision of youth clubs.
