Tripoli – Acting GNU Minister of Local Governance Mohamed Bin Ghalboon met with Finance Minister Rashid Abu Ghaffa on Monday at the Ministry of Finance. The meeting focused on several financial and administrative issues concerning municipalities and municipal councils.
The officials agreed to complete the procedures required to pay outstanding financial entitlements, update employment records, and include municipal employees in the unified treasury system “Ratebak Lahzi.” This is intended to improve financial and administrative performance and support the stability of municipal operations.
Also attending were the Deputy Finance Minister, the Deputy Minister of Local Governance for Municipal Affairs, and the local governance minister’s advisor. The group discussed finalizing payment procedures for risk allowances for local inspectors. They also agreed to activate and update the records of mayors and municipal council members to facilitate the payment of their salaries and financial entitlements for the period from 2021 to 2026.
The meeting reviewed steps toward completing the release of financial dues for staff appointed to municipal councils. The aim is to ensure their employment and financial statuses are properly settled according to established procedures.
Both sides agreed, as part of broader government efforts for digital transformation and increased transparency, to complete the integration of staff data from the General Services Company and municipal councils into the unified treasury system “Ratebak Lahzi.” This step will help accelerate salary payments and ensure funds reach their recipients on time.
The participants stressed the importance of continued coordination between the Ministries of Local Governance and Finance to advance the implementation of these measures. They believe these steps will boost financial administration efficiency, support stability at the municipal level, and improve services provided to citizens.
