The adopted regulations set a mechanism. It outlines how health services are provided to foreigners. These services will incur financial fees. This will improve resource management. It will also enhance service sustainability in health institutions.
The decision also exempts several groups. Diplomatic and international mission staff are exempt. This is based on the principle of reciprocity. Foreigners with work contracts are also exempt. Their employers must cover their treatment. Individuals under social security law are excluded. Life-threatening emergency and humanitarian cases are also exempt.
