The Central Bank of Libya revealed in a statement on Wednesday regarding the state’s public revenue and expenditure from January to September 2025 that total spending reached approximately 86.2 billion Libyan dinars. This amount was distributed across the five budget chapters according to the designated expenditure items.
The Bank indicated that Chapter One, pertaining to salaries, constituted the largest portion of spending, amounting to 51 billion dinars. Meanwhile, spending in Chapter Two, related to operational expenses, was about 4 billion dinars, which includes salaries for some public agencies and bodies.
According to the statement, expenditures for Chapter Three (Development) totaled about 1.7 billion dinars, while Chapter Four (Subsidies) recorded spending of 29.5 billion dinars. This figure includes salaries for some companies and public entities, in addition to the wife and children’s allowance and the fuel subsidy item.
As for Chapter Five, designated for emergencies, no expenses were recorded during the month of September.
