Hana Al-Arfi, a member of the High Council of State, believes structured dialogue can lead to elections. This requires converting dialogue outcomes into binding legal commitments. It also requires providing internal guarantees.
Al-Arfi emphasized the need for international guarantees. She made these remarks in a statement to Al-Masar TV. These guarantees should come via a UN Security Council resolution. They would support the outcomes of the dialogue.
She also stated the importance of addressing the constitutional path. Specifically, this includes referring to a popular referendum.
Al-Arfi stressed the need to support a clear Libyan rescue initiative. This initiative must have precise timelines. It should be proposed before forming a government. It should also be proposed before holding elections.
