Member of Parliament Jaballah Al-Shibani called for reactivating general government markets. He also called for reactivating consumer cooperatives and public enterprises. Al-Shibani noted the government imports consumer goods. It also imports durable goods and other items. These imports follow controlled mechanisms. They are subject to monitored regulations.
These goods must be granted only to Libyan citizens. Citizens must hold a national ID number. Distribution would occur via a special card. A dedicated booklet and system would be used. Goods should be sold at cost price. A small profit margin would be allowed. This makes them affordable for everyone. The goal is to protect citizens from greed. It also aims to prevent exploitation.
Al-Shibani posted on his personal Facebook page. He also requested special prices for foreigners. Alternatively, foreigners should shop through private stores. Al-Shibani believes his call does not impede free trade. It does not prevent providing necessary facilities. This is distinct from what he called “corruption credits.” Al-Shibani concluded his statement. He highlighted that citizens have not benefited from oil wealth.
