Benghazi – The Diwan of the Libyan House of Representatives held a virtual meeting with representatives from the General Secretariat of the Inter-Parliamentary Union and the Albanian Parliament to discuss the implementation mechanisms for the self-assessment of democracy indicators. This comes as part of the follow-up on the implementation of the cooperation agreement signed between the parties last April in the capital, Tashkent.
The official spokesperson for the House of Representatives, Abdullah Bliheg, stated that the meeting was attended by a number of representatives from the House’s Diwan, including Parliamentary Affairs Advisor Ahmed Al-Hashash, Acting Director of the Training and Development Office Ahmed Al-Awjali, and Director of the Legal Affairs Department Ashraf Al-Dous, along with technical working groups specialized in legislative and oversight indicators.
The discussion during the meeting covered several key topics, most notably the Council’s objectives for improving its legislative and oversight performance, establishing the technical framework and required standards for conducting the questionnaire exercise and analyzing its results, in addition to preparing the guidance notes that will direct the implementation process.
The two sides also discussed a number of technical inquiries to unify concepts and enhance the level of technical cooperation, ensuring the effective implementation of this exercise.
At the conclusion of the meeting, the importance of continuing to hold regular meetings was emphasized to complete all assessment steps, analyze the results, and produce practical recommendations that support the development of parliamentary performance.
It is noteworthy that the adopted democracy indicators are a self-assessment tool used by parliaments worldwide to measure their adherence to democratic practices in accordance with internationally recognized standards.
