Sirte – Staff at the Sirte Electoral Management Office expressed their profound regret and condemnation. They referred to the “unlawful interventions” by the High Council of State. These interventions involved selecting the chairman and members of the High National Elections Commission (HNEC) board. The staff affirmed this action clearly exceeds legal powers.
In a statement issued yesterday, Monday, the staff clarified. Powers related to appointing the HNEC board belong exclusively to the House of Representatives. The House is the legislative body of the state. They stressed that the High Council of State’s action violates the HNEC’s legal framework. This negatively impacts the country’s sensitive current phase.
The statement added this step entrenches political division. It also undermines the democratic path. It warned against the danger of involving HNEC in political conflicts or agendas. This includes partisan or other agendas. Such involvement directly affects the integrity of the electoral process. It also impacts Libyan public trust in relevant institutions.
Sirte Electoral Management Office staff called on the House of Representatives. They also appealed to the UN Mission in Libya. All relevant national and international institutions were urged to oppose these interventions. They emphasized the need to respect HNEC’s governing laws and regulations. They also called for ensuring its full independence.
The statement affirmed the Sirte Electoral Management Office will not deal with any HNEC-related body or entity. This applies unless its appointment is legally issued by the House of Representatives. The HNEC reserves the right to take necessary measures to protect its independence.
