Tripoli – The Advisory Committee for Labor and Vocational Rehabilitation at the Ministry of Labor and Rehabilitation held its third meeting. It was chaired by Undersecretary Dr. Ali Al-Hadi Al-Magouri. Committee members, department and office directors, and representatives from the Social Fund attended. They discussed regulating the labor market.
They also discussed protecting national rights. The Undersecretary opened the meeting. He emphasized the Ministry’s strategic vision. This vision aims to create an attractive work environment. This environment will accommodate Libyan youth. He noted that reducing the burden on public sector jobs requires concerted efforts. These efforts ensure labor market safety. They also promote social justice and professional protection. He also stressed the need to study incentives and tax exemptions. These would be for companies committed to employing national workers.
The meeting included a discussion on foreign labor. The committee emphasized activating “job bans.” These bans apply to specializations that national cadres can fill. This is especially true within major strategic companies. The committee also stressed obliging these companies to adhere to staffing approved by the Ministry of Labor. They aim to gradually replace foreign workers with national competencies. Specialists were tasked with developing digital infrastructure.
They will activate “electronic employment contracts.” This will be done via the “Wafid” platform. This will enhance transparency. It will also reduce discrimination between employees and employers. An agreement was reached to establish a cooperation mechanism. This mechanism involves labor inspectors and internal labor committee representatives.
Its purpose is to monitor violations. It will also address them immediately. A focus will be placed on applying occupational safety standards. The meeting concluded by affirming the activation of Social Security Fund guarantees. Private sector employees will be referred to relevant authorities. This ensures they receive their full rights. It was also agreed to intensify awareness programs. These programs will cover work culture, employee rights, and duties. This will strengthen labor relations. It will also entrench professional justice.
