Benghazi – The Ministry of Civil Service launched a comprehensive national project. It aims to translate national directives. These directives are from the speech of Field Marshal Khalifa Haftar. Haftar is the General Commander of the Libyan Arab Armed Forces.
The project converts these directives into practical executive programs. This step seeks to enhance government performance efficiency. It also aims to raise the level of public services. This responds to a call for a shift. The shift is from the achievement phase to comprehensive review. It also involves precise evaluation of state institutions’ performance. The project adopts a scientific approach. This approach analyzes challenges and foresees the future.
The Ministry confirmed the project focuses on a national program. This program involves comprehensive review and institutional performance evaluation. It includes all administrative units. It analyzes the impact of state transformations on government efficiency. It assesses how these transformations affect citizens’ living standards. It also evaluates the level of services provided. Periodic reports will be prepared. These reports will be submitted to the Council of Ministers. They will contain actionable reform recommendations. This supports development paths. It also improves the effectiveness of public administration.
To enhance decision-making, the Ministry clarified its work. It is establishing a national system for scientific research-based decision-making. This involves building institutional partnerships. Partnerships will be formed with universities and research centers. Specialized scientific conferences and forums will be organized. A national database for research and studies will be created. Regular reviews will measure the impact of their contributions. These contributions aim to improve the quality of public policies. He affirmed this project is a practical step.
