Tripoli – The National Council for Freedoms and Human Rights concluded a technical support program. This was in partnership with the United Nations Development Programme (UNDP). The program adopted specialized procedural guides. These guides are for monitoring and evaluating human rights situations. A group of national and international officials and experts attended. According to the Council, the program aims to enhance its institutional capabilities. It also seeks to develop tools for monitoring, documentation, and evaluation. This follows a human rights-based methodology. It aligns with relevant national standards and international conventions.
The approved package of procedural guides included three documents. One guide is for monitoring human rights in social institutions. Another guide focuses on monitoring the conditions of people with disabilities in residential facilities. This is in accordance with the Convention on the Rights of Persons with Disabilities. The third guide covers monitoring women’s and children’s rights. This applies within justice and correctional institutions. It is based on relevant international agreements where Libya is a party. It also adheres to international criminal justice standards.
Participation certificates were distributed at the end of the event. Over 75 trainees from the National Council for Freedoms and Human Rights received them. These trainees represent various regions across Libya. Staff from specialized departments within the Council’s office also received certificates. Representatives from the Human Rights Office at the Ministry of Interior were also included. The General Authority for the Social Solidarity Fund also had participants.
The program for adopting human rights procedural guides began on January 6th. It was supervised by international expert Dr. Abdullah Abuzeid. The program featured three specialized workshops. These workshops focused on building technical capabilities. They also aimed to standardize monitoring, evaluation, and documentation methodologies.
