Political writer and researcher Ahmed Zaher has stated that what is happening in the capital, Tripoli, is not merely local security arrangements but the implementation of an international plan imposed on the ground, measured by results, not by statements.
In exclusive statements to Sky News Arabia, Zaher explained that the essence of this plan is to remove heavy weapons from cities and transfer them to bases outside urban areas, while empowering the regular police to manage the streets with individual equipment and under full civilian authority.
He added that the head of the Government of National Unity, Abdul Hamid Dbeibah, is not the decision-maker but rather an implementer under direct international pressure, treating the plan as a safe exit deal from the transitional phase, while betting on a later electoral comeback.
Zaher noted that the implementation is complex and slow but represents the necessary price for a safe departure, stressing that what is happening today is a direct prelude to installing a new transitional authority with a clear civilian mandate.
