Al-Saqr Boujouari, head of the steering council, attended with its members. Ezzedine Al-Gharabi, the elected Mayor of Benghazi, was also present. Other elected municipal council members attended. The ceremony included the head and members of the handover committee. This committee was formed by a decision from the Libyan Government’s Minister of Local Governance.
