The former governor of the Central Bank of Libya, Saddek El Kaber, commented on the prevalence of the shadow economy (the informal economy) in Libya, describing it as one of the most prominent challenges facing the state.
In exclusive statements to the Al-Araby Al-Jadeed website, El Kaber explained that the informal economy in Libya accounted for about 60% of economic activities in 2018, pointing out that the main reason for this is the weakness of state institutions and the absence of effective oversight.
